I will answer to your step 4: Add C:>sqlite in your PATH environment variable

First go to Control Panel > System > Advanced System Settings > Environment Variables
Double click the "Path" item from User variables.
Click on "New" from the right side bar.
Generally, it should be C:\sqlite
Save it.

You have successfully added path variable for your SQLite.
