This may, or may not, be fixed by upgrading the "External Monitor Job Type Plugin".

In my case I just upgraded my Jenkins 1.x to Jenkins 2.7.1 LTS with all plugins to the last version and I can reproduce the same problem : a blank New Job screen.

The only solution I have found was to DOWNGRADE the External Monitor Job Type Plugin from 1.5 to 1.4.

Manually deleted these files external-monitor-job.jpi,external-monitor-job from plugins directory and restarted Jenkins , it worked fine for me
